Job Presentation

Reporting to the Chief Information Technology Officer, the IT Delivery Director is responsible for planning, leading, and ensuring the delivery of technology solutions aligned with the organization's business priorities. They oversee the performance of delivery teams, adherence to schedules, budgets, quality standards, and continuous improvement of project, product, and IT service management practices.

This role acts as a strategic partner with business sectors, technology teams, vendors, and stakeholders to transform organizational needs into reliable, secure, scalable, and value-creating solutions.

Responsibilities and Tasks

  • Lead the delivery of IT projects, programs, and initiatives under their responsibility, ensuring business objectives, schedules, budgets, and expected quality levels are met;
  • Define, implement, and improve delivery, governance, prioritization, portfolio tracking, and capacity management practices;
  • Collaborate closely with business partners to understand their needs, clarify priorities, and ensure delivery aligned with the organizational strategy;
  • Lead, motivate, and develop multidisciplinary teams including IT delivery managers, business analysts, architects, developers, infrastructure specialists, and external partners;
  • Proactively manage risks, issues, dependencies, and changes that may affect the scope, costs, timelines, or quality of deliverables;
  • Establish performance indicators, dashboards, and reporting mechanisms to track progress, project health, and delivered value;
  • Ensure the integration of delivered solutions with enterprise architecture, security standards, compliance requirements, and operational practices;
  • Manage relationships with vendors, partners, and integrators, including deliverable coordination, contractual tracking, and commitment fulfillment;
  • Promote the adoption of modern delivery practices, including Agile, Lean, DevOps, product management, and continuous improvement;
  • Any other related tasks.

Requirements

  • Bachelor's degree in computer science, information technology, software engineering, business administration, or a related field; any relevant combination of education and experience may be considered;
  • Minimum of 10 years of experience in information technology, with at least 5 years in a delivery management or leadership role for multidisciplinary teams;
  • Demonstrated experience in managing complex IT portfolios, programs, or projects in a transformational environment;
  • Strong understanding of application, cloud, infrastructure, cybersecurity, data, and system integration environments;
  • Experience with Agile, Scrum, Kanban, DevOps, or hybrid methodologies;
  • Strong skills in budget management, resource planning, governance, and vendor management;
  • Proficiency in both French and English, both spoken and written;
  • Motivational leadership and ability to develop high-performing teams;
  • Strategic vision combined with strong execution capabilities;
  • Excellent communication, influence, negotiation, and stakeholder management skills;
  • Ability to manage multiple priorities in a complex, evolving, and results-oriented context;
  • Analytical mindset, business judgment, and ability to make informed decisions;
  • Customer orientation, sense of collaboration, and commitment to delivered value;
  • Rigor in commitment tracking, risk management, and reporting;
  • Ability to support change and promote the adoption of new solutions.

Who Are We?

The Quebec Association for the Recovery of Beverage Containers (AQRCB) is the designated management organization (DMO) for the development, implementation, funding, and management of the modernized deposit system under the Extended Producer Responsibility (EPR) principle. It brings together the various beverage producers involved in the recovery, reuse, recycling, and valorization of beverage containers in the province of Quebec.
