Responsibilities
In the context of the technological transformation of the health and social services network, the Vice-Presidency of Information Technology (VPTI) of Santé Québec plays a strategic role in modernizing systems, securing data, and optimizing digital services.
To support its delivery capacity, structure the recruitment of IT talent, and ensure the adequacy between skills, staffing, and organizational priorities, and also to coordinate structuring initiatives and projects with a cross-cutting scope for the entire network, the VPTI wishes to establish a position dedicated to the evolution of IT expertise, the planning of IT staffing, and special projects.
Under the governance of the Centralized IT Coordination Bureau's Management and having a cross-functional role within the VPTI and the network, the position constitutes a strategic lever for organizational transformation in the field of IT talent, ensuring coordination, analysis, and structuring of practices, in close and constant partnership with the Vice-Presidency of Talent, Culture, and Engagement (VPTCE) and IT leaders. In addition, in collaboration with all IT leaders, it enables the deployment of structuring initiatives, particularly by contributing to the transformation of IT and the optimization of the VPTI's intranet of Santé Québec.
More specifically, the main areas of action are as follows:
- Ensure an integrated and provincial vision of IT staffing under the responsibility of the VPTI;
- Structure and drive the evolution of IT expertise, including key skills, career paths, and development plans;
- Actively contribute to the recruitment, integration, and maturity of the network's IT resources;
- Coordinate high-impact and cross-cutting initiatives or projects.
IT Expertise Evolution
- Design, deploy, and manage a provincial IT skills development strategy aligned with the VPTI's strategic orientations, in close collaboration with IT leaders, the VPTCE, and other concerned partners.
- Determine and prioritize the strategic technological expertise to be developed within the VPTI, particularly in the fields of architecture, cybersecurity, data management and valorization, artificial intelligence, DevOps practices, infrastructure, and interoperability.
- Establish and maintain a structured mapping of current and prospective skills required within the VPTI, taking into account the evolution of organizational needs and strategic orientations.
- Define, in collaboration with IT leaders, structuring career paths and adapted development plans for different technical roles in information technology.
Staffing Planning, Monitoring, and Optimization of IT
- Analyze the evolution of IT staffing, available organizational capacity, and future needs, taking into account ongoing and upcoming projects, strategic orientations, and the transformation of the IT network.
- Participate in the strategic planning of IT workforce and support recruitment processes to ensure the adequacy between organizational needs and available resources.
- Identify gaps between available resources and projected needs and propose adjustment scenarios.
- Contribute to the continuous improvement of staffing planning, monitoring, and prioritization practices.
Coordination of Special Initiatives or Projects
- Plan and coordinate special projects with an organizational scope involving multiple stakeholders;
- Align initiatives with the VPTI's strategic orientations;
- Develop project plans (objectives, timelines, deliverables, success indicators, etc.);
- Monitor project progress, adjust priorities as needed, and provide strategic recommendations.
Centralized Recruitment and Integration of IT Resources
- Act as a coordination point for the recruitment and integration of new IT employees of the VPTI.
- Contribute to the structuring of IT integration paths (access, tools, methods, practices, information security).
- Collaborate with the VPTCE to ensure alignment with corporate recruitment, mandatory training, and HR compliance.
Cross-functional Coordination and Collaboration
- Collaborate closely with all IT leaders, the VPTCE, and other partner vice-presidencies.
- Produce in-depth analyses, strategic dashboards, and structured recommendations to support strategic and informed decision-making.
- Please note that responsibilities may be modified in accordance with the evolution of Santé Québec.
- Admission Requirements
- The candidate must hold:
- A bachelor's degree in information technology, administration, or any other related field.
Another combination of relevant education and experience may be considered.
For consideration, any education completed outside of Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.
It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
Experience
- Minimum of three (3) years of relevant experience in coordination, staffing planning, talent management, or complex IT environment.
- Understanding of organizational issues related to digital transformation and management of specialized resources.
- Experience in cross-functional collaboration and with multiple partners (IT, HR, finance, management).

- Working Conditions
In accordance with the Regulation on certain working conditions applicable to executives of health and social services agencies and establishments, the basic annual salary of Class 41 is 111,423$ to 144,841$. This salary is increased according to the parameters applicable to the executive staff of Santé Québec, at the same dates.
