Job Title 1565 - Planning, Programming, and Research Agent
Person responsible for one or more programs or projects with the aim of providing professional assistance in the development of services, including advising, monitoring, or supporting various actors in one or more programs or projects. They carry out the necessary research to identify and evaluate resources and needs. They design and propose development plans and programs to ensure adequate service planning. They provide advice on the implementation or improvement of programs and/or services. They may participate in teaching and training activities.
Responsibilities
Under the authority of the Director - TI Partners, the incumbent performs research, analysis, evaluation, planning, coordination, and development activities to support decision-making, continuous improvement, and achievement of organizational goals. They act as an expert-advisor in strategic technological partnership governance, vendor management, and vulnerability reduction associated with partnerships, under the responsibility of the TI Partners Office.
They ensure the sound management of strategic agreements, the optimization of governance mechanisms, and the management of risks that may affect the achievement of expected benefits. They contribute to the identification of risks, the optimization of agreements, the development of governance mechanisms, and the evaluation of opportunities for consolidation and mutualization to support the evolution of the network's technological services.
More specifically, the main areas of action are as follows:
- Conduct studies, analyses, and evaluations on governance models, organizational risks, and vendor management mechanisms.
- Develop, document, produce, and apply decision-supporting evaluation matrices.
- Formulate recommendations to improve the efficiency, performance, and optimization of strategic agreements.
- Analyze, identify, and evaluate vulnerabilities, dependencies, and issues that may affect services or expected benefits.
- Develop and monitor governance frameworks to reduce organizational, operational, technological, or budgetary vulnerabilities.
- Ensure global governance of strategic technological agreements under the responsibility of the TI Partners Office.
- Coordinate, plan, and monitor governance activities associated with strategic agreements.
- Develop, recommend, and coordinate the implementation of contractual governance mechanisms.
- Ensure the analysis and monitoring of the relationship with strategic vendors.
- Act as an expert-advisor to the management regarding issues associated with strategic technological partners.
- Support and advise the management regarding contractual governance, vendor management, and vulnerability reduction issues.
- Guide risk management, dependency management, and vulnerability reduction mechanisms associated with strategic agreements.
- Coordinate alignment activities between institutions, vendors, partners, and internal teams.
- Participate in the identification, analysis, and evaluation of new opportunities for consolidation and mutualization.
- Develop and maintain reference frameworks, tools, and practices that promote continuous improvement.
- Conduct strategic monitoring and recommend best practices in vendor management, governance, and risk management.
- Prepare and present decision-making files, executive analyses, recommendations, and documents for decision-making bodies.
- Please note that responsibilities may be modified based on the evolution of Santé Québec.
- Admission Requirements
- The candidate must hold:
- A bachelor's degree in an appropriate university discipline such as administrative sciences, human sciences, or social sciences.
For consideration, any education completed outside of Canada must have been evaluated by the Ministry of Immigration, Francization, and Integration.
It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
Experience
- Minimum of two (2) years of relevant experience in governance, contractual management, vendor management, organizational analysis, continuous improvement, or strategic file coordination.
- Project management experience is an asset.
- Knowledge of DevOps approaches, automation practices, and modern technological environments is an asset.
- Good understanding of the health and social services network is an asset.

- Working Conditions
Hourly Rate: $31.06 to $55.04 based on experience.
Employment Status: Full-time (35 hours)
Base Location: Montreal or Quebec
Work Location: Hybrid mode possible.
Start Date: As soon as possible.
