Job Title 1109 - Administrative Process Specialist
Person who analyzes needs, develops and provides professional techniques related to administrative methods and systems to improve the functioning of services.
Responsibilities
Under the authority of the Director - TI Partners, the incumbent provides the operational, administrative, and analytical support required for the operationalization of strategic agreements, consolidation and mutualization initiatives, and accounting activities of the TI Partners Office.
They act as a specialist in administrative processes, usage analysis, consolidation and mutualization analysis, and accounting mechanisms supporting the activities of the TI Partners Office. They perform the necessary administrative, contractual, and operational analyses to monitor agreements and ensure the integrity and quality of the information used for management, decision-making, and continuous service improvement.
More specifically, the main areas of action are as follows:
- Coordinate administrative activities related to the operationalization of strategic agreements.
- Ensure administrative follow-up of licenses, training, subscriptions, and other benefits resulting from agreements.
- Maintain up-to-date registers, inventories, and tracking mechanisms associated with agreements.
- Perform administrative, contractual, and operational analyses to support the management of strategic agreements.
- Perform contractual engagement analyses to ensure compliance with obligations and document observed deviations.
- Perform contractual consumption and benefit usage analyses associated with strategic technological agreements.
- Conduct usage and adoption analyses of services, licenses, training, subscriptions, and other assets resulting from agreements.
- Conduct consolidation and mutualization analyses to document potential opportunities, impacts, and benefits.
- Produce evaluation matrices, comparative analyses, and decision support tools supporting the study of consolidation and mutualization scenarios.
- Evaluate organizational, operational, and administrative impacts associated with consolidation and mutualization initiatives.
- Document findings, issues, dependencies, risks, and expected benefits to support the work of the TI Partners Office.
- Ensure the integrity, quality, and consistency of data used for analyses, dashboards, and accounting activities.
- Develop and maintain data collection, validation, and consolidation mechanisms.
- Ensure the traceability and reliability of data used in reports and analyses.
- Produce and maintain dashboards, indicators, registers, and tracking tools.
- Ensure the collection, validation, compilation, and formatting of data required for accounting.
- Produce periodic reports, balances, statistics, and information documents for managers and bodies.
- Develop and maintain required administrative templates, forms, and tools.
- Coordinate schedules, work plans, action follow-ups, and consultation activities.
- Prepare presentations, reports, information documents, and files for committees and bodies.
- Provide administrative and logistical support to governance, consultation, and collaboration activities.
- Contribute to the continuous improvement of processes, tools, and work methods of the TI Partners Office.
- Please note that responsibilities may be modified based on the evolution of Santé Québec.
- Admission Requirements
- The candidate must hold:
- A bachelor's degree in administrative sciences, human sciences, social sciences, or another appropriate university discipline.
For consideration, any education completed outside Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.
It is mandatory to have Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
Experience
- Minimum of two (2) years of relevant experience in support of management, accounting, administrative analysis, contractual management, file coordination, or continuous improvement.
- Experience in producing indicators, dashboards, and management reports.
- Experience in contractual engagement analysis, contractual consumption analysis, or service usage analysis is an asset.
- Experience in consolidation, mutualization, or organizational optimization work is an asset.
- Knowledge of DevOps approaches, automation practices, and modern technological environments is an asset.
- Excellent mastery of Microsoft 365 suite, including Excel, Power BI, PowerPoint, and collaborative tools.
- Good understanding of the health and social services network is an asset.
- Selection Criteria

- Working Conditions
Hourly Rate: 28.75$ to 53.12$ based on experience.
Employment Status: Full-time (35h)
Base of Operations: Montreal or Quebec
Work Location: Possibility of a hybrid mode.
Start Date: As soon as possible.
