As the leader of the finance function and guardian of public funds, the Finance and Property Assessment Department carries out strategic, operational, and transactional activities in the financial domain, according to the best practices of governance, management, and control.

The Accounting and Financial Information Management Division is responsible for producing reliable, relevant, and useful financial information and providing management reports to various business units, in line with the best practices of the concerned industry.

Your Mandate

In your role, you advise the Accounting and Financial Information Management Division in your area of expertise. As an expert, you participate in the development of the vision, governance structure, and strategic orientations to establish and implement good practices, ensuring the reliability, consistency, and conformity of data leading to financial statements. You conceptualize and monitor the evolution of key financial controls based on a cross-sectional analysis of financial risks. Additionally, you assess and anticipate emerging financial risks related to technological, organizational, and regulatory transformations, and determine mitigation measures.

More specifically, you:

  • Serve as an expert resource, participate in the definition of the vision and orientation related to the production of financial statements, the reliability of financial information, and the support of financial systems to influence directions and stakeholders; define and establish strategies, models, processes, procedures, and improvement initiatives in these areas.
  • Coordinate the planning, development, and implementation of mandates related to the production of financial statements and the improvement of financial systems; continuously guide the related work to achieve objectives, establish schedules, and ensure compliance with deadlines and budgets.
  • Identify performance targets, control measures, indicators, and objectives related to the quality of financial statements and financial information; validate their achievement and analyze deviations.
  • Solve complex problems in your area of expertise, innovate, and propose modifications to existing accounting processes.
  • Collaborate with technology, business analysis, or project management teams on accounting and financial information-related activities, which can be carried out within different management modes, including hierarchical, functional, or matrix organizational structures.

PROFILE REQUIRED

  • Bachelor's degree or equivalent academic background in accounting sciences, management accounting, finance, or another relevant field
  • 6 years of experience in a professional position and related to the responsibilities of the role or a combination of experience in the accounting field, including:

+ Participation in the complete cycle of financial statement preparation, specifically in the analysis of financial impacts prior to an ERP implementation; + Assessment of emerging financial risks related to technological, organizational, and regulatory transformations.

  • Advanced knowledge of the design and monitoring of the evolution of key financial controls based on a cross-sectional analysis of financial risks, desirable
  • Knowledge of SIMON, Qlik Sense, Microsoft 365 (excellent knowledge of Excel), desirable
  • Knowledge of operating and investment activities, an asset
  • Knowledge of public sector accounting standards and the legislative environment of municipalities, an asset
  • Membership in good standing with the CPA Order, an asset
