Description

  • Nature of the Position

Person responsible for one or more programs or projects with the aim of providing professional assistance in the development of services, including advising, monitoring, or supporting various actors in one or more programs or projects.

They carry out the necessary research to identify and evaluate resources and needs. They design and propose development plans and programs to ensure adequate planning of services. They provide advice on the implementation or improvement of programs and/or services. They may participate in teaching and training activities.

General Roles and Responsibilities

Under the authority of the Clinical Information Systems Service Manager, in accordance with ministerial guidelines on telehealth, the person ensures the operational implementation of telehealth projects and services. The person in this role must complete their tasks with a focus on relevance and efficiency, taking into account ethical considerations and the principles of quality, safety, and risk management in telehealth.

They plan, implement, and monitor telehealth activities and projects assigned to them, providing expert advice to services and departments to respond to ministerial and local telehealth initiatives. They work in an interdisciplinary environment to complete ministerial and local initiatives in close collaboration with clinical directors, Telehealth Tactical Committee members, and the establishment's telehealth technology pilot (DRI).

The Clinical Pilot Assumes the Following Responsibilities:

Under the authority of the Clinical Information Systems Service Manager, the person performs the following functions:

  • Promotes telehealth by supporting clinical departments in change management;
  • Acts as the clinical responder for telehealth within the establishment;
  • Coordinates, plans, and leads the tactical committee aimed at integrating the telehealth modality into the clinical trajectories of prioritized telehealth projects;
  • Coordinates telehealth projects and services and supports clinical teams in their implementation;
  • Supports specialists to promote the integration of the telehealth modality into their activities, particularly in managing video conference consultations with patients;
  • Implements new work methodologies as needed;
  • Supervises projects under their responsibility;
  • Works closely with the establishment's telehealth technology pilot;
  • Works closely with territorial and provincial telehealth teams;
  • Prepares management and accountability agreement templates for telehealth reporting;
  • Participates in the territorial telehealth operations coordination committee (CTCOT);
  • Acts as a liaison agent with the territory's telehealth coordination center (CCT);
  • Works closely with the DRI and ensures compliance with information security rules by users.

Accreditation Process

  • Collaborates to provide telehealth services in accordance with health service delivery standards within the accreditation program.
  • Develops tools based on quality and safety to facilitate the use of telehealth in service delivery, communication, information transfer, and training.
  • Promotes the diversity of telehealth models (in hospital, regional, provincial, centralized, or decentralized settings).

SIED (Computerized Death Certificate)

  • Ensures the consistency of access rights administration for SIED installations on the territory.
  • Monitors funeral service establishments as needed.
  • Updates information on the Intranet and the CISSSBSL website.
  • Notifies users of system unavailability during updates.

Requirements

  • Must hold a terminal university degree in project management, health sciences, social sciences, administration, computer science, or another appropriate discipline.
  • Being a member in good standing of one's professional order would be an asset.
  • Relevant experience of 6 months or more in a clinical setting, preferably within the health and social services network.
  • Experience in piloting clinical information systems would be an asset.
