The Commission for Human Rights and Youth Rights is established by the Charter of Human Rights and Freedoms. The Commission is an independent body from the government and fulfills its mission solely for the benefit of the population and in the public interest. With its independence and expertise, the Commission promotes and ensures the respect of the rights enumerated in the Charter of Human Rights and Freedoms of Quebec. It also protects the interest of the child as well as the respect and promotion of the rights recognized to him by the *Youth Protection Act*. It also ensures the application of the *Public Sector Employment Equity Act*.

Essential Requirements

Hold a terminal undergraduate degree requiring a minimum of sixteen (16) years of study in administration, human resources management, industrial relations, law, social sciences, or any other appropriate undergraduate discipline whose equivalence is recognized by the competent authority.

Is also admitted or admitted a candidate who has a number of years of schooling less than that required in the previous paragraph, provided that she or he compensates each year of missing schooling by two (2) years of relevant experience. However, the candidate must hold at least a high school diploma equivalent to an eleventh (11) grade or a fifth (5th) year of secondary school or a certificate of studies whose equivalence is recognized by the Ministry of Education and Higher Education or by the competent authority.

Possess three (3) years of relevant experience in the duties of the position;

And possess good knowledge of spoken and written English.

Under the authority of the Director of the General Secretariat - Deputy Secretary General, the incumbent of the position has as the main responsibility to support this latter or this latter in the framework of his or her mandates, to provide professional support to the activities of the management and the presidency, and to ensure the necessary follow-up to the files entrusted to him or her. She or he contributes to the orientations and objectives of the management, promotes collaboration, and acts as a resource person in her or his field of expertise.

More particularly, the incumbent of the position has as a task, without being limited to, the following:

  • Apply and implement the dissatisfaction management policy regarding the quality of customer service by notably:
  • Develop the tools for measuring customer service quality satisfaction and ensure their implementation;
  • Identify the corrective measures to be implemented and propose solutions to improve the quality of services and customer satisfaction as well as organizational performance;
  • Ensure the follow-up of the proposed correctives, if any;
  • Carry out the necessary data analyses for the preparation of the annual report;
  • Prepare the annual report on all complaints received and on the application of the dissatisfaction treatment procedure and propose improvement tracks.
  • Provide accompaniment to the parties requesting the Commission following a decision under articles 80 and 84 of the Charter of Human Rights and Freedoms;
  • Ensure the follow-up of the operational plans of the Commission's strategic orientations;
  • Design presentations for congresses, colloquia, or conferences in consultation with the concerned departments;
  • Write speeches, reports, and other documents related to the mandates in consultation with the concerned departments;
  • Analyze the contents of documents or reports and make summaries and recommendations;
  • Maintain and develop the partnership network with the members of the Youth Consultation Table;
  • Ensure the follow-up of the orientations taken at the Youth Consultation meetings;
  • Participate, upon request of the Director, in the work of committees or working groups in which she or he shares her or his expertise by providing the required advice and presenting the solutions to the identified problems;
  • Perform any other related or specific mandate entrusted by the presidency.
