Description
Supporting the mandate of the Human Resources team
- Execute the priorities of the HR action plan defined by the HR Manager and transform the needs of managers into concrete follow-ups.
- Prepare analyses, notes, communication projects, and operational recommendations on files under their responsibility, particularly in the areas of employment relations, staffing, employee files, and HR compliance.
- Support managers in documenting and following up on employee files to maintain a healthy, safe, respectful, and consistent work environment aligned with the organization's values.
- Keep up-to-date the tools, templates, checklists, and work practices necessary for rigorous and uniform HR management.
HR Operations and Support to Managers
- Coordinate routine activities of staffing, integration, internal moves, departures, and updates to employee files.
- Serve as the primary operational contact for managers on routine HR issues: staffing, performance management, absenteeism, probation, training, SST, accommodations, and workplace well-being.
- Prepare the required follow-ups for performance, absenteeism, probation, training, and skills development files, ensuring complete documentation.
- Contribute to the drafting, updating, and implementation of HR policies, procedures, and templates, ensuring compliance with federal legislation and collective agreements.
- Support the annual salary review process, salary follow-ups, HR data management, and job evaluation requests.
- Collaborate with internal teams (payroll, finance, legal affairs, communications, operations, etc.) to ensure seamless integration of HR dimensions into routine operations.
- Maintain operational HR dashboards, tracking lists, and management reports to support the HR Manager and leadership in decision-making.
- Contribute to continuous improvement initiatives, training, and mobilization efforts, while respecting the strategic and decision-making role of the HR Manager.
Employment Relations
- Support the HR Manager and managers in employment relations matters, including performance management, conflict resolution, disciplinary measures, and grievance handling; this includes analyzing situations, preparing advice projects, and ensuring complete documentation of files.
- Participate in the implementation of employment relations guidelines set by the HR Manager, ensuring operational follow-ups and file preparation.
- Act as the representative in the context of labor committees when delegated, ensuring structured, respectful, and well-documented dialogue with unions.
- Identify issues that may impact the work environment and recommend preventive or corrective follow-ups to the HR Manager.
- Ensure operational coordination between managers, employees, union representatives, and concerned internal functions to maintain a consistent and fair approach.
- Analyze first-level grievances, document files rigorously, propose resolution paths, and apply the procedures outlined in the employment conditions.
- Prepare grievance files, chronologies, supporting documents, and briefing notes, and participate in hearings or other resolution mechanisms when required.
- Support the preparation of collective bargaining and assist the HR Manager in investigations, grievance settlements, arbitrations, or other appeals.
- Contribute to a constructive collaboration culture by fostering open, structured, and respectful dialogue between management, employees, and union bodies.
Health, Safety, Accommodations, and Return to Work
- Participate in the coordination of follow-ups related to health, safety, and workplace well-being, supporting the HR Manager and operational managers.
- Ensure administrative follow-up of workplace accident, incident, disability, accommodation, and return-to-work files.
- Maintain up-to-date records, tracking lists, mandatory training, SST committee actions, and corrective measures relevant to the HR function.
- Collaborate with operational managers to ensure complete documentation of facts, follow-ups, and measures taken, without substituting for their operational safety responsibilities.
- Support the preparation of communications, file notes, and required follow-ups in SST files that may impact employment relations.
PROFILE AND REQUIRED QUALIFICATIONS
- Hold a bachelor's degree in Human Resources Management or Industrial Relations.
- Possess a minimum of five (5) years of relevant HR experience, including significant experience in employment relations in a unionized environment; experience in federal, maritime, transportation, or 24/7 operations is an asset.
- Be a member of the Order of Certified Human Resources Consultants, an asset.
- Demonstrate sound judgment, influence, professional courage, and the ability to advise managers tactfully.
- Stand out for their ability to analyze complex situations, document facts, and formulate practical recommendations.
- Excellent documentation rigor, writing quality, and strong verbal and written communication skills.
- Possess a high level of ethics, professionalism, and autonomy.
- Have strong knowledge of Quebec and Canadian labor laws, including the Canadian Labour Code;
- Knowledge of Nethris or another payroll/SIRH system, an asset.
- Possess excellent knowledge of Microsoft 365, particularly Excel, Word, and tracking tools.
- Excellent French language skills and good knowledge of English, both oral and written.
