The Contract Management Advisor plays a key role in the organization's contractual processes. With their expertise, the incumbent ensures the strict application of laws, regulations, and standards governing public sector contracts.
In collaboration with departments and internal teams, they act as a partner-advisor in the planning of procurement strategies, the preparation of requests for proposals, and the awarding of contracts. They also contribute to the continuous optimization of contract management practices and the implementation of rigorous mechanisms that balance efficiency and integrity.
Main Responsibilities
- Advise departments on procurement strategies to prioritize and support them in defining their needs and applying contract management rules;
- Plan, prepare, draft, review, and follow up on contracts concluded on a contractual basis or following public requests for proposals, throughout their life cycles;
- Draft and review various contractual documents, including requests for proposals, addenda, amendments, and other required documents;
- Support departments in developing evaluation criteria and act as a committee secretary during selection committees for evaluating professional service offers;
- Conduct an analysis of the admissibility and compliance of submissions and follow up on the various stages of the contractual process;
- Plan, prepare, and manage the processing of agreements with other organizations;
- Maintain a watch on laws, regulations, and best practices in contract management and participate in the development and updating of policies, procedures, and tools in the sector;
- Contribute to risk management, quality control, financial reporting, and training activities related to contract management.
Desired Profile
- Hold a university degree in law, administration, or a relevant discipline;
- Possess a minimum of three (3) years of relevant experience in contract management or a related field;
- Being a member in good standing of the Quebec Bar or the Quebec Notary Public Chamber is an asset;
- Have a good knowledge of laws and regulations governing public sector contracts;
- Be proficient in Microsoft Office Suite tools;
- Demonstrate excellent mastery of French, both orally and in writing.

Recognized for their rigor, writing skills, and sense of organization and priorities, they can guide clients through complex cases and establish trust with them. Collaborative and proactive, they actively contribute to the evolution of contract management practices and the achievement of the Commission's objectives.
Employment Conditions
- Full-time regular position (35 hours/week) in the syndicated professional staff category;
- Annual salary rate of $69,727 to $111,316, established based on experience;
- Comprehensive social benefits (collective insurance plan, annual leave, retirement plan, four (4) weeks of vacation after the first year, paid sick days, paid professional fees, etc.);
- Recognition of years of experience gained externally for the award of the fifth week of vacation after probation;
- Hybrid work (in-person and remote work).
