SUMMARY OF DUTIES
Under the responsibility of the Head of Service for Learning, Learning Culture Section, Immersive Library and Quebec Observatory for Close Care Assistance of the Learning Partnerships and Knowledge Activation Department, the person holding this position contributes to the development and implementation of evaluation, strategic analysis, and expert advisory activities aimed at supporting government and institutional decisions in close care assistance. They participate in the structuring of an integrated system for the production, analysis, and dissemination of evidence-based data on the overall health of close care givers (CCG), as well as the evaluation of the achievement of the goals of the National Policy for Close Care Givers. They also contribute to the development of a learning, evaluation, and performance culture within the Observatory and its network of partners.
They stand out for their ability to mobilize various sources of data and knowledge, to analyze complex public policy issues, to produce strategic recommendations, and to create bridges between research, practice environments, and decision-makers.
Their main responsibilities will include: Evaluation of Public Policies, Programs, and Expert Advisory
- Design and implement evaluation approaches for programs, initiatives, and close care programs;
- Contribute to the planning, coordination, and execution of evaluation work to assess the achievement of the goals of the National Policy for Close Care Givers;
- Apply and evolve evaluation methodological frameworks developed with government and scientific partners;
- Support teams and partners in using evaluation results to support decision-making and practice evolution;
- Contribute to the implementation of an evaluation, organizational learning, and continuous improvement culture within the Observatory;
- Contribute to the development of the Observatory's expert advisory role with government agencies and network partners.
- Evidence-Based Data and Indicators
- Participate in the development and consolidation of a data dissemination system for close care statistics in Quebec;
- Collaborate with data producers to promote access, quality, and use of relevant data for close care;
- Contribute to the identification, validation, and tracking of overall health indicators for close care givers;
- Contribute to the analysis, interpretation of statistical data, and production of syntheses, dashboards, portraits, fact sheets, strategic notes, and other decision-support tools.
- Consultation, Partnerships, and Mobilization
- Develop and maintain collaborations with government, institutional, community, and scientific partners;
- Contribute to the animation of expert committees, working groups, and consultation spaces related to evaluation projects;
- Support stakeholder consultations to integrate scientific, experiential, and practical knowledge;
- Participate in the Observatory's visibility as a reference actor in evaluation and expert advisory in close care.
- Knowledge Valorization and Transfer
- Contribute to the production and dissemination of results in various forms and for various target audiences (CCG, practice environments, research, decision-makers);
- Promote the appropriation and use of recommendations from evaluation work;
- Support the Observatory's knowledge mobilization and transfer activities.
