Responsibilities
Under the authority of the Director General – Health and Well-being of the Elderly, within the Vice-Presidency Operations and Practices in Health and Social Services (VP-OPS), the person holding the position of Senior Advisor RI-RTF is responsible for ensuring the consistency, performance, and evolution of the management of the intermediate and family-type resources (RI-RTF) network, particularly in the regulatory, clinical, and organizational areas. They contribute to the integration of care and services in an accessibility, quality, safety, and improvement of the trajectory of the people housed perspective.
In this capacity, they oversee the implementation of organizational guidelines, coordinate work associated with their area of activity, and harmonize practices across the network. They support the organization and evolution of care and services in RI-RTF by promoting a cross-cutting and coordinated approach.
As part of their duties, they follow up on national action plans and their deployment within the establishments. They participate in the definition of operational objectives, the development of follow-up and evaluation mechanisms, and the implementation of indicators to measure results and support continuous improvement.
They also contribute to the promotion and implementation of best practices in RI-RTF to meet the needs of various clienteles while promoting secure, quality, and user-adapted living environments.
Main Areas of Action
- Implement and animate the network governance mechanisms in the field of RI-RTF;
- Ensure the alignment and evolution of roles and responsibilities in line with the various care and service trajectories;
- Exercise leadership in the organization of services in RI-RTF to promote an accessible, efficient, safe, and responsive offer to the population's needs;
- Ensure the consistency of work with the orientations and action plans aimed at strengthening the first line;
- Accompany establishments and partners in the harmonization of practices within elderly living environments, in accordance with the norms, laws, and guidelines in force;
- Collaborate with the teams responsible for RI-RTF to ensure compliance with clinical, regulatory, and legal standards;
- Contribute to the quality of living environments in a cross-cutting perspective;
- Monitor the issues related to quality, safety, and continuous improvement of services;
- Mobilize stakeholders in the revision of the applicable regulatory frameworks for non-institutional resources as well as RI-RTF;
- Contribute to the evolution of collaboration, consultation, and accountability modalities with the establishments;
- Develop and maintain partnerships with resource groupings, user representatives, family caregivers, and intersectoral partners to support an adapted response to the population's needs;
- Participate in the evolution of the Housing Access Mechanism (MAH);
- Use management indicators, observed results, and evidence-based data to guide improvement and development actions;
- Contribute to the evolution of the resource pool, particularly concerning obsolescence, the adequacy of requirements, and the optimization of their contribution to the service continuum;
- Coordinate or support large-scale cross-cutting projects related to network transformation;
- Promote the integration of recommendations and measures from various organizational projects to ensure their consistency with care and service trajectories;
- Animate committees, consultation tables, or working groups under the governance of Health Québec and establish the required links with the various partners.
The person holding the position collaborates closely with the network's health and social services establishments, associations and representative organizations, resource groupings, user representatives, family caregivers, and various government partners, including the Public Guardian and the Ministry of Education. They also represent Health Québec to various bodies and on certain consultation or collective bargaining committees.
They exercise their functions in a context of transformation and continuous improvement, within a complex environment involving numerous internal and external partners. By their expertise and influential leadership, they contribute to the development of coherent, efficient, and user-centered practices. They promote the establishment of durable collaboration relationships with stakeholders and participate in the implementation of a culture focused on professionalism, service excellence, innovation, and continuous improvement.

- Working Conditions
In accordance with the Regulation on certain working conditions applicable to the cadre of health and social services agencies and establishments, the basic annual salary of class 38 is $96,664 to $125,661.
This salary is increased according to the parameters applicable to Health Québec's cadre personnel, at the same dates.
The person holding the position will be called upon to travel within the regions of Quebec. Occasionally, they may also be required to travel outside Quebec.
Admission Conditions
The Candidate Must Hold
- A master's degree in a relevant field to the exercise of the functions;
- Significant professional experience in the management of living environments, RI-RTF, and geriatrics;
- Significant experience in coordinating reorganization and change projects.
- Another combination of relevant education and experience may be considered.
For consideration, any education completed outside Canada must have been subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration.
It is mandatory to possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to hold this position.
