  • NOTICE TO CANDIDATES

In accordance with current ministerial standards, this posting is exclusively for staff of health and social services establishments (HSSS) integrated into Santé Québec. Due to hiring restrictions, we will only communicate with candidates who meet these criteria.

Person who prepares plans, estimates, and other technical documents for plumbing and heating, ventilation, air conditioning, refrigeration, and architectural systems. She performs the required calculations, resolves issues such as layout, planning constraints, and installation. She prepares project estimates and estimates costs. She may oversee project progress.

More specifically, you will be responsible for the following tasks:

  • Participate in the preparation of the various stages of plan and estimate development, in collaboration with the building advisor;
  • Identify the challenges of construction site implementation to determine the main stages of implementation (rolling plan, phasing) to be integrated into the plan;
  • Participate in the development of the work schedule to identify risks and issues related to the deliverable expected.
  • In collaboration with building advisors, ensure the implementation of work and deliverables as planned in the plans and estimates, in compliance with budgets and the planned schedule:
  • Organize kick-off meetings with internal and external stakeholders involved in the implementation of the work as the owner's representative;
  • Coordinate the various stages of work implementation by working with internal and external stakeholders throughout the implementation of the work, such as service interruptions, relocations, and this, in a collaborative process with the maintenance, hygiene, and sanitation teams, etc.
  • Manage construction site surprises and participate, with professionals (architects and engineers) and main internal stakeholders, in the development of solutions and the final choice;
  • Ensure communication planning and participate in its development in collaboration with the communications team of the Communications, Public Relations, and Legal Affairs Department, and ensure its implementation.
  • Master the risks inherent to work carried out in clinical sectors (patients, residents) to avoid unplanned interventions that could harm the well-being and environment of the clientele.
  • Ensure that the contractor complies with the various internal practices and procedures related to work, such as hot work policy, infection prevention procedure, etc.
  • As the owner's representative, ensure, in collaboration with external professionals (engineer, architect), that the work carried out complies with the quality standards of the Integrated Health and Social Services Center (CISSS) and the specificities provided in the plans and estimates.
  • Advise and inform the project realization manager and building advisors on the ongoing surprises in the implementation of the work, both on the technical and financial levels, and make recommendations as appropriate.
  • Plan, with the various internal and external stakeholders, the various meetings necessary to ensure the implementation of the work according to the planned schedule (coordinate the various stakeholders).
  • Maintain close communication and prioritize the client approach with all stakeholders, particularly the clinical care and maintenance and operation teams;
  • Collaborate with building advisors in the sound financial management of the budgets allocated to the implementation of specific work.
  • Make recommendations for payment requests.
  • Follow up and approve all change requests in progress;
  • Recommend payment of invoices and acceptance of end-of-project (temporary and final).
  • In collaboration with maintenance and operation managers, prepare and coordinate the commissioning.
  • Depending on the scope and complexity of a project, the supervision of the implementation of plans and estimates as well as the implementation of work, including budgetary follow-up, may be entrusted to the building technician.

Requirements

  • Be currently employed by a health and social services establishment (HSSS) integrated into Santé Québec;
  • Hold a college diploma (DEC) in building mechanics technology, architecture technology, civil engineering technology, or another appropriate college discipline from a recognized school; or
  • Hold a college diploma (DEC) combined with a relevant first-year university certificate; or
  • Hold a relevant college certificate (AEC) of 800 hours or more combined with relevant experience in the field;
  • Have at least one (1) year of experience in the building industry, project management, and project implementation over the past five (5) years;
  • Pass the knowledge test;
  • Knowledge of the Quebec Building Code (an asset);
  • Knowledge of AutoCAD and Uniformat (an asset);
  • Hold a valid Class 5 driver's license.
  • Additional Note:

The base of operations will be established in Rivière-du-Loup or Rimouski, depending on the location of the selected person.
