As a Senior Procurement Specialist, you will be responsible for supporting the procurement process within various projects. You will be autonomous and capable of managing procurement processes from start to finish, while ensuring effective communication and alignment with key stakeholders, such as the Project Management Office (PMO) and engineering, legal, and finance teams. You will work closely with subcontractors, negotiate contracts, issue purchase orders, and provide support to engineering, planning, and project estimation teams. Additionally, you will monitor subcontractor RFPs and project progress and report on them to ensure that procurement activities are in line with the project's overall objectives and schedule.

Specifically, You Will

  • Lead procurement activities to meet the specific needs of projects, including identifying and selecting vendors, issuing Requests for Proposals (RFPs) and obtaining quotes for required goods and services.
  • Negotiate terms with subcontractors and vendors to obtain favorable pricing, delivery timelines, and clauses, in compliance with project requirements.
  • Draft, review, and issue purchase orders and contracts, in accordance with internal policies and legal requirements.
  • Collaborate with the PMO and engineering, legal, and finance teams to ensure alignment with procurement strategies, budgetary constraints, project schedules, and compliance. Provide procurement-related information to support project planning and risk management processes.
  • Serve as the primary point of contact for subcontractors, ensuring clear communication regarding expectations, clauses, timelines, and deliverables.
  • Assist planning and project estimation teams by providing procurement-related information to help them accurately estimate the costs of materials and services and contribute to the overall project budget and schedule.
  • Monitor the status of subcontractor RFPs and report on them, ensuring they are processed within the allocated time and budget. Provide regular updates to project teams on subcontractor submissions and contract progress.
  • Assist in monitoring project procurement performance, track key procurement metrics, and ensure that all materials and services are delivered in accordance with contractual obligations and project schedules.
  • Proactively identify and resolve procurement-related issues, such as supply chain delays, contractual disputes, and non-compliance with clauses.
  • Maintain detailed records of procurement activities, including contracts, purchase orders, communications with vendors, and performance evaluations. Produce regular reports for stakeholders.
  • Ensure compliance with legal, environmental, and company policies in all procurement processes. Stay informed about market trends, legal developments, and industry standards.

Qualifications

  • Bachelor's degree in business administration, supply chain management, engineering, or a related field.
  • Proven experience (7 to 10 years) as a procurement specialist or in a similar role, with a specialization in project procurement within a construction, engineering, or manufacturing environment.
  • Strong negotiation skills and the ability to effectively manage relationships with subcontractors.
  • In-depth understanding of procurement processes, project management methodologies, and contractual obligations.
  • Advanced commercial and analytical skills in strategic procurement for large projects.
  • Excellent communication and interpersonal skills, and the ability to work effectively with interdisciplinary teams and external partners.
  • Strong problem-solving skills and the ability to work autonomously and under pressure.
  • Proficiency in procurement software and tools (e.g., SAP, Oracle, or other procurement platforms).
  • Leadership and strategic vision, with excellent communication and persuasion skills, both orally and in writing.
  • Understanding of financial processes, invoicing, staged payments, levels of authority, and controls.
  • Experience in the mining, aerospace, oil and gas, construction, energy, or within large construction companies, an asset.
  • Proficiency in both French and English (both oral and written). English proficiency is required for this position, as you will be interacting with English-speaking vendors.
  • Knowledge of the legal and financial aspects of contract management and procurement.
  • Attention to detail and the ability to manage multiple projects and priorities simultaneously.
  • Successful completion of the security clearance process and obtaining the required security clearance under the federal government's Contract Security Program. (Minimum of 5 years of residence in Canada, with no interruption for 6 consecutive months).
