Solution SFT is looking for an Organizational Performance Advisor to work on a client project in the public sector in Quebec City, Montreal, and Laval.
Activities to Perform:
The Organizational Performance Advisor will support, advise, and assist managers in planning, implementing, and executing initiatives for performance improvement, value creation, and process optimization for the organization, as well as monitoring their application, execution, and outcomes. They will also contribute to the realization of precise performance process diagnostics to establish the best possible way to materialize the desired benefits. Their work will be primarily focused on measured results, collaboration, and client value generated. They will have the following responsibilities:
- Advise Revenue Quebec managers in certain areas of activity regarding performance and optimization, particularly in relation to strategies, policies, budgets, management frameworks, standards, operations, decision-making, and evolving practices to enhance performance and ensure the achievement of identified benefits;
- Support managers in the implementation of performance projects, the implementation of best practices, and the use of relevant reference frameworks recognized in the field of performance and results-oriented management;
- Provide managers with information, tools, guides, practices, measurements, various services, and assistance to effectively manage and maximize organizational performance;
- Support managers, teams, and other partners in the implementation and compliance with change management, the use of various methods, tools, and techniques to increase the effectiveness of their performance management interventions;
- Assist managers in the orientation of research projects, development, improvement, and change management in a context of organizational performance improvement;
- Collaborate in the mapping of processes, the definition of performance indicators, the implementation of tools to track them, the understanding of these by teams, and the identification of sources of deviation causing non-performance;
- Exercise leadership in methods, tools, and techniques to maximize performance, collect and analyze information to position a sector in terms of maturity in organizational performance;
- Subscribe to the production of all documentation intended for senior management;
- Participate in the creation, editing, and consolidation of all deliverables related to planning, reports, and accountability exercises;
- Participate in meetings and provide cutting-edge expertise;
- Provide business, information technology, and organizational performance orientation;
- Produce status reports, diagnostics, reviews, and presentation documents for senior management;
- Promote best practices in performance and results-oriented management to individuals, teams, and governance;
- Promote the improvement of the efficiency of governance, teams, or individuals;
- Propose, design, and facilitate work sessions, as well as provide training or presentations on results-oriented management approaches, performance, process optimization, Lean, and Six Sigma (process mapping, process optimization, Kaizen, identification of key performance indicators, implementation of visual management boards, etc.);
- Foster the principle of questioning to encourage innovation and achieve optimal results;
- Foster change adoption by involving staff in decision-making;
- Support stakeholders in the continuous improvement (Kaizen) of a process that will allow them to prevent losses and waste;
- Complete organizational and operational diagnostics, if necessary: improvement opportunity studies, expertise for the application of new modes of operation, work organization, expertise for the development of solutions in the context of process optimization, strategies for the integration of best practices in performance management and results-oriented management into daily management, performance measures and key performance indicators, application of continuous improvement;
- Assume any other responsibility related to the mandate.
Deliverables
- Detailed work plan for the intervention;
- Periodic status reports;
- Analysis folders, presentation and support documents;
- Guidelines, principles, norms, directives, policies, management framework, processes, methods, practices created or improved;
- Analysis reports and implementation plan for a solution;
- Meeting or committee support documents;
- Activity support and accompaniment reports;
- Administrative documents related to the activities carried out;
- Training documents and presentations of methods, practices, frameworks, and tools;
- Any other deliverable required to fulfill the intervention request.
Requirements
- Hold a university degree (bachelor's degree) in information technology (computer science, software engineering, or computer engineering), business administration, industrial relations, or an equivalent discipline;
- Possess ten (10) years of experience, including at least five (5) years in the public or para-public sector in Quebec, or in the private sector in Quebec, as an organizational performance advisor in mandates including:
- Analysis and optimization of process and organizational structure performance,
- Process improvement,
- Change management,
- And support for organizational transformation,
- In organizations of comparable size.
- Have successfully completed and led two (2) strategic files including:
- Organizational performance and process diagnostics,
- Definition of value creation levers,
- Materialization of expected benefits,
- And delivery of measurable results in a context of large organization.
- Have completed two (2) mandates of a minimum of 250 person-days each as an organizational performance advisor, involving:
- Definition or revision of operational models,
- Alignment of processes with strategic orientations, and collaboration with governance or management instances;
- Have completed two (2) mandates of a minimum of 250 person-days each in public or para-public Quebec organizations, involving organizational or technological transformation issues, with deliverables validated by governance instances;
- Have facilitated at least five (5) mobilization workshops for multidisciplinary groups (IT, business, management) in the context of transformation or process optimization projects;
- Have produced and presented, in two (2) mandates of a minimum of 250 person-days each, strategic deliverables (status reports, maturity assessments, performance reports, presentations to senior management) in complex organizational change contexts, aiming to improve intervention efficiency, support decision-making, and manage operational performance risks.
