Procurement and Contracts Manager

Overview

The Procurement and Contract Management service at AtkinsRéalis Canada offers procurement and subcontracting expertise for large-scale projects in Canada, across sectors such as energy, industrial projects, defense, and transportation infrastructure. This expertise applies to engineering, construction, operations and maintenance mandates, as well as project management and execution mandates.

In the context of a major industrial project in Quebec under an IAGC/EPCM model, we are looking for a Procurement and Contracts Manager who will lead all procurement, contract management, subcontracting, material management, progress tracking, and logistics activities throughout the project lifecycle.

The Procurement and Contracts Manager will act as a strategic partner to the project team, client, and engineering and construction teams, while supervising a team of procurement specialists and contract administrators.

Your Role *Leadership of the Procurement and Contracts Function:*

• Develop and implement the project's global procurement, subcontracting, and contract management strategy.
• Act as the main point of contact for all procurement and contract activities with the project team and client.
• Establish execution plans, marketing strategies, and contract governance mechanisms.
• Ensure alignment of procurement activities with project objectives in terms of costs, schedule, quality, and risk management.
• *Procurement and Contract Management:*
• Oversee the entire tendering process, including strategy preparation, document drafting, submission evaluation, commercial recommendations, and contract awarding.
• Participate in commercial and contractual negotiations with suppliers and contractors.
• Ensure compliance with client requirements, corporate policies, and applicable authority levels.
• Support the resolution of commercial issues, contractual changes, and claims.
• *Material Management, Progress Tracking, and Logistics:*
• Oversee planning, coordination, and tracking of material management activities, including needs identification, receipt, storage, traceability, and availability of required materials for work.
• Establish and track progress tracking activities to maintain visibility on deliverables, orders, fabrication schedules, inspections, deliveries, and issues impacting the project schedule.
• Coordinate logistics activities related to transport, shipping, customs, site delivery, and interface management between suppliers, freight forwarders, construction team, and client.
• Work collaboratively with planning, project control, construction, and engineering teams to anticipate procurement constraints, prioritize critical needs, and mitigate material-related delays.
• *Supplier and Subcontractor Management:*
• Develop and maintain strong business relationships with key suppliers, contractors, and partners.
• Collaborate with technical teams to identify optimization opportunities and reduce supply chain risks.
• Monitor supplier and subcontractor performance throughout the project execution.
• *Multidisciplinary Collaboration:*
• Work closely with engineering, construction, cost control, planning, risk management, legal services, and project management teams.
• Participate in risk reviews and project execution strategies.
• Support the team in critical, complex, or strategic matters requiring in-depth expertise.
• *Team Management:*
• Lead, develop, and motivate a team of procurement specialists and contract administrators.
• Ensure knowledge transfer, skill development, and best practices implementation.
• Promote a culture of collaboration, continuous improvement, innovation, and operational excellence.
• *Project Conditions:*
• The position is associated with a major industrial project located in Quebec.
• On-site presence is required for more than 50% of working hours to ensure close collaboration with construction teams and the client.
• The site is located approximately 1 hour and 45 minutes from Montreal.
• Regular travel between project offices and the site is required.
• A valid driver's license is required.

About You

• Bachelor's degree in business administration, supply chain management, operations management, engineering, or equivalent combination of education and relevant experience.
• Minimum of 10 years of experience in procurement, subcontracting, and contract management for major industrial projects.
• Demonstrated experience in EPC, EPCM, IAGC, or other collaborative project delivery models.
• Significant experience in managing multidisciplinary teams.
• Hands-on experience in industrial construction environments strongly preferred.
• Relevant experience in material management, progress tracking, logistics, and delivery coordination in an industrial project or major construction context.
• Experience with industrial, mining, energy, or manufacturing clients is a significant asset.
• Strong understanding of project procurement strategies and contract management.
• Solid negotiation and risk management skills.
• Strong influence capacity with project teams and stakeholders.
• Excellent analytical, synthesis, and problem-solving skills.
• Motivational leadership and client orientation.
• Excellent communication skills in French and English, both oral and written.
• Proficiency in Microsoft Office and ERP systems.
• This position requires knowledge of a language other than French, such as English, as you will be part of a Canadian, global, or regional leadership team.
