Under the supervision of the Continuous Improvement and Performance Coordinator, the incumbent acts as an expert advisor in information and document management for the entire organization. They contribute to the establishment, evolution, and implementation of the information governance framework, including document management, digital transformation, and legal compliance. The incumbent supports departments in effectively, securely, and compliantly managing information throughout its lifecycle.
Key Responsibilities
Information Management Framework
- Contribute to the development and evolution of policies, standards, and procedures related to information and document management.
- Analyze, advise, and implement governance processes for information management: policies, document management framework, information governance framework, in accordance with applicable regulations and legislation.
- Participate in special assignments or projects involving document management. May be called upon to represent the RTC in working groups within the public transportation sector.
- Advise departments on implementing best practices in information management.
- Design the structure of HUBs and SharePoint sites and identify metadata to integrate.
- Conduct needs analysis for integrated document management and implement the organizational document architecture.
- Actively participate in the implementation and evolution of a digital information management system and digital vault.
- Contribute to digitization and dematerialization initiatives for documents and processes.
- Ensure staff training, knowledge transfer, document migration, and access rights definition in the integrated document management software (SharePoint).
- Collaborate on the automation of internal processes.
Document Management and Document Lifecycle
- Develop, update, and maintain document management tools, including:
- 11.1. Classification plan;
- 11.2. Retention schedule;
11.3. Naming rules and metadata.
- Manage the document lifecycle, including:
- 12.1. Information classification and organization;
- 12.2. Transfer to archives;
12.3. Secure destruction of documents in accordance with applicable rules.
- Ensure the organization and management of physical and digital archives.
- Define deployment strategies for document and archive management and support the teams involved in this change.
- Contribute to the design of the Microsoft SharePoint collaboration environment structure, security mechanisms, and long-term, compliant management of all document storage spaces.
Compliance and Information Access
- Contribute to the establishment of tools and mechanisms for the protection, conservation, and destruction of personal information.
- Ensure vigilance of compliance and information security tools related to document management.
- Collaborate on information or document retrieval to support access to information requests and the protection of personal information.
Desired Profile
- Bachelor's degree in a relevant field.
University certificate in archival science, information and records management, a plus.
- Minimum of 5 years of relevant experience in document management and digital transformation.
- Experience in the implementation or evolution of document management systems, a plus.
- Experience with document management software.
- Membership in the Association of Archivists of Quebec, a plus.
- Good knowledge of the functioning of a public organization.
- Excellent knowledge of the main laws and standards related to document and information management.
- Knowledge of document management tools and collaborative digital environments (e.g., Microsoft 365, SharePoint).
- Strong written and oral communication skills.
- Demonstrated autonomy and ability to manage priorities.
- Ability to establish interpersonal relationships that foster collaboration.
- Demonstrated discretion regarding data confidentiality.
- Analytical, synthesis, and judgment skills, and creativity in proactive solution-finding.
