Responsibilities

Under the authority of the Director of Clinical and Hospital Engineering, the Senior Advisor for Clinical and Hospital Engineering performs a strategic and cross-cutting function aimed at supporting the mission of the Clinical and Hospital Engineering Department (DGCH) and its various areas of intervention.

Through their expertise, judgment, analytical capacity, and influence leadership, they act as an advisor to the management and coordinators in the definition, evolution, implementation, and improvement of orientations, files, projects, governance mechanisms, and strategic initiatives related to clinical and hospital engineering at the Santé Québec scale.

More specifically, the main areas of action are as follows:

1. Cross-functional Governance Support

  • Contribute to the overall coherence of the DGCH's work by supporting coordination between functional axes.
  • Facilitate the alignment of priorities, schedules, deliverables, and tracking mechanisms.
  • Support coordinators in planning, structuring, and following up on their respective mandates.
  • Contribute to the development and updating of work plans, roadmaps, schedules, and accountability mechanisms.
  • Ensure vigilance of interdependencies between axes and identify issues requiring arbitration or increased coordination.
  • Prepare executive summaries, analysis notes, presentations, reports, and tracking tables to support the management.
  • Contribute to the organization and animation of coordination meetings, work workshops, and inter-axis follow-ups.
  • Promote uniformity in documentation, tracking, prioritization, and communication practices.
  • Ensure the traceability of decisions, orientations, responsibilities, commitments, and follow-ups required.
  • Support the implementation of an integrated governance of mandates, projects, risks, and deliverables of the management.

2. Portfolio Management and Planning

  • Support the coordinator responsible for portfolio management and planning by contributing to the strategic and operational planning of projects, priorities, and investments and to the improvement of performance.
  • Support the follow-up of the DGCH's portfolio of projects, mandates, and priority files.
  • Contribute to the consolidation of needs, issues, risks, priorities, and data from the establishments.
  • Prepare comparative analyses, synthesis portraits, dashboards, and recommendations.
  • Support the alignment between planning work, major projects, acquisitions, clinical needs, and provincial orientations.
  • Contribute to the documentation of prioritization, planning, and accountability processes.
  • Propose indicators, tracking mechanisms, or management tools to support decision-making.
  • Identify gaps, trends, risks, and improvement opportunities.

3. Clinical Engineering and IT Integration

  • Contribute to the follow-up of work related to interoperability, medical technology cybersecurity, integration of connected equipment, interfaces with clinical systems, and the digital transformation of practices.
  • Support the coordination of files involving clinical engineering teams, IT departments, cybersecurity teams, clinical partners, and establishments.
  • Contribute to the follow-up of issues related to connected medical equipment, interoperability, data access, clinical interfaces, and technological security.
  • Prepare analyses, syntheses, and recommendations to facilitate the alignment between clinical, biomedical, technological, and digital aspects.
  • Participate in the documentation of integration processes, minimum requirements, risks, and shared responsibilities.
  • Support the elaboration or updating of frameworks, guides, protocols, or processes related to GBM-IT integration.
  • Contribute to the consistency of integration practices within the establishments.

4. Specialized Maintenance and Quality Processes

  • Contribute to the optimization, standardization, documentation, and continuous improvement of practices related to the maintenance of specialized medical equipment and quality processes.
  • Support the structuring of work related to specialized maintenance, contracts, critical resources, and quality processes.
  • Contribute to the documentation of processes, indicators, responsibilities, and tracking mechanisms.
  • Ensure vigilance of issues related to equipment availability, technological risks, and service continuity.
  • Consolidate the needs for harmonization, mutualization, or specialized support expressed by the establishments.
  • Prepare portraits, analyses, dashboards, and recommendations aimed at improving practices.
  • Support normalization, quality assurance, internal audit, or continuous improvement initiatives.
  • Promote the dissemination of best practices and the sharing of expertise across the network.

5. Alignment and Support for Establishments

  • Contribute to strengthening the links between the DGCH, establishments, and partner departments, within a logic of collaboration, support, listening, and continuous improvement.
  • Support communication, consultation, and follow-up mechanisms with the establishments.
  • Consolidate on-site issues, recurring irritants, emerging needs, and support requests.
  • Prepare network syntheses, provincial portraits, comparative analyses, and recommendations.
  • Support the harmonization of practices while taking into account local realities.
  • Ensure the follow-up of requests, commitments, decisions, and actions resulting from meetings with the establishments.
  • Contribute to the implementation of information sharing, documentation, and collaborative tracking tools.
  • Promote a network culture based on consistency, mutual aid, transparency, and continuous improvement.

6. Change Management and Organizational Development

  • Support the implementation of organizational, technological, and functional changes affecting the DGCH and the establishments.
  • Analyze the impacts of proposed changes on processes, partners, establishments, and governance mechanisms.
  • Contribute to clarifying objectives, implementation modalities, responsibilities, and success conditions.
  • Support the mobilization of stakeholders around orientations and changes to be implemented.
  • Prepare communication, support, training, or knowledge transfer tools.
  • Ensure the follow-up of progress and propose the required adjustments.
  • Contribute to the integration of learning into the management practices of the department.
  • Promote the appropriation of new ways of doing things by teams and partners.

  • Admission Requirements
  • The candidate must hold:
  • Bachelor's degree in biomedical engineering, or any other relevant engineering field;
  • Master's degree in public administration, management, governance, project management, organizational performance, engineering, or related field considered as an asset;
  • Additional training in project management, continuous improvement, risk management, governance, data analysis, change management, or quality processes considered as an asset;
  • Membership in the OIQ professional order.
