At the Ministry of Cybersecurity and Digital Affairs (MCDA), you participate in concrete mandates that transform public organizations and strengthen digital trust.

General Information

This position is to be filled at the main direction of the Government Cyber Defense Center at the sub-ministerial office for Government Information Security (SMASIGC) at the MCDA.

The MCDA has been entrusted with the mandate to group under its responsibility the information security and cybersecurity of more than 50 public organizations (POs). The goal is to improve the protection of information used by these organizations in a context of scarcity of cybersecurity expertise and by the increasing complexity that represents this protection in the evolution of digital services.

The implementation of this grouping constitutes a major project that will take place over a few years. The main direction of the Government Cyber Defense Center must gradually evolve its work organization, processes, and tools to consolidate the transferred resources and offer information security and cybersecurity services to the grouped POs.

Responsibilities

Under the authority of the senior director, the person holding the position has the mandate, for the sector to which they are assigned, to facilitate, optimize, and coordinate all the work required so that the MCDA welcomes people from POs and takes on its new responsibilities towards these same POs. This responsibility must ensure the maintenance of services rendered by the POs and integrate into the services rendered by the MCDA. The work involves evolving, if necessary, the processes and tools in place at the MCDA. The mandate is carried out in consultation with all stakeholders and requires several communications with multiple interveners from the MCDA and several POs.

Iteratively, the person holding the mandate establishes an optimal realization path and then, for each planning cycle, determines the actions that maximize the capacity of the sector to which they are assigned to take on its new responsibilities. They then set the objectives and targets to be achieved and plan and coordinate the tasks that ensure the achievement of the determined objectives and targets.

The person holding the position reports on the progress of the work, the achievement of objectives, and targets. They make decisions and resolve pending issues with diligence.

To do this, they must:

  • Appropriate and analyze the global context of the POs to be grouped and that of the concerned administrative units of the MCDA.
  • Determine the priority risks to be addressed arising from the issues present in the POs and establish an optimal realization path.
  • Subsequently and for each planning cycle (usually a quarter):
  • Identify the priority work to be carried out in order to reduce risks and maximize the capacity of the teams to take on their new responsibilities.
  • Recommend objectives and targets to be achieved relating to the priority work, taking into account the issues and opportunities present.
  • Approve the revised realization path, if necessary, as well as the objectives and targets of each planning cycle.
  • Schedule and plan the activities that will allow the achievement of the objectives and targets set for the planning cycle.
  • Report on the progress towards achieving the targets and at the end of each planning cycle, the overall progress of the work.
  • At all times:
  • Show consideration and respect in this context of major changes for several people.
  • Show initiative and openness.
  • Represent the Ministry to various POs to develop a collaborative customer relationship and promote the objectives of the MCDA.
  • Maintain constant communication with all interveners.
  • Share observations and work in consultation with the management team.
  • Identify blockers and decision points, propose solutions, and obtain decisions from the concerned managers.

Salary Scale: From $55,556 to $103,259* This is the salary scale in effect as of April 1, 2026.

Job Requirements

  • Hold a first-cycle university degree requiring a minimum of 90 credits (bachelor's degree) in computer science, software engineering, cybersecurity, administration, or any other discipline deemed relevant, or a relevant certificate of studies whose equivalence is recognized by the competent authority;
  • The candidacy of a person who is in the process of completing the last year of studies required for the obtaining of the required degree may be considered;
  • Each missing year of studies can be compensated by one year of relevant studies of equal or higher level than that required. The required degree can also be compensated by a master's degree in a relevant discipline comprising a minimum of 45 credits;
  • For consideration, any studies carried out outside Canada must be subject to a comparative evaluation (equivalence certificate) issued by the Ministry of Immigration, Francization, and Integration;
  • Possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority to occupy a position in the Quebec public service;
  • A person pending the proof of their permanent resident status or a work permit may submit their candidacy to the present selection process. However, they must be authorized to work legally in Canada at the time of their nomination;
  • Have appropriate knowledge of French for the functions.

Hiring is conditional upon the results of a secure habilitation process.

Additional Requirements

  • Have a minimum of three (3) years of experience in information technology project management, including at least one (1) year in cybersecurity.
