Under the authority of the Chief of Financial Data Quality - Compliance and Processes, ensure that research grants and contracts comply with the University's and funders' requirements. Serve as the primary resource for compliance; prepare audit documents; monitor financial reporting processes; and develop strategic recommendations to improve compliance and financial performance.
MAIN RESPONSIBILITIES
- Approve, on behalf of the University and funders, the compliance of research grants and contracts.
- Act, on behalf of the University, as the primary resource for internal and external funders.
- Produce end-of-year files for the annual audit of financial statements and other reports required by law, as needed by the University. Produce high-quality analyses and complex reports to support the annual verification end-of-year file.
- Ensure compliance with external and internal requirements during the financial reporting process. Monitor the work framework to ensure that the University's policies and regulatory compliance are respected regarding financial reporting. Provide advice to help resolve any non-compliance issues.
- Provide advice to the executive team, the Executive Vice-Dean for Academic Affairs, the deans, and other key members of the University to improve spending processes - such as salaries and scholarships - taking into account trends and fluctuations. Produce complex reports, dashboards, and key performance indicators.
- Supervise the mapping of key report accounts in the financial information system to ensure accuracy. Review the mapping of new accounts to maintain accurate and up-to-date financial information, including but not limited to budgets, revenues, and client accounts.
- Analyze data to create comprehensive reports - including supporting documents for periodic meetings. These reports cover financial situation, key performance indicators, and risks to help senior management make informed decisions.
- Propose innovative solutions and recommendations to reduce costs and improve processes and performance. Advise the director on strategic planning, industry governance, and commercial information related to research fields.
- Coordinate and hold monthly meetings with faculties, the Executive Vice-Dean for Academic Affairs, and student and research staff administrators to improve processes, reduce non-compliant spending, and accurately forecast spending allocation to avoid overages or non-compliant spending in research accounts.
- Recommend changes to policies and procedures to ensure compliance with directives in research-related operations.
- Serve as a resource for internal and external stakeholders. Train researchers, principal investigators, and other staff on financial activities related to research.
- Create and maintain documents related to the eligibility criteria of major funders for distribution within the research community.
- Provide training to keep the community informed of the latest compliance information disseminated by external funding agencies.
- Manage funds for indirect costs and institutional grants from faculties and other sectors.
- Advise the director on the development of new policies to support external guidelines.
- Implement recommendations resulting from audits.
- Perform other tasks to support the unit.
QUALIFICATIONS
- Bachelor's degree in accounting or a related field with four to seven years of relevant work experience. Master's degree; MBA; CFA, FP&A (Financial Planning & Analysis specialist), or CA title is an asset.
- Professional accounting title (CPA) or other relevant title.
- Very good knowledge (Level 5) of spoken and written English and good knowledge (Level 4) of spoken French to participate effectively in rapid idea exchanges; basic knowledge (Level 3) of written French to write short factual texts.
- Good knowledge (intermediate level) of Excel (using mathematical and financial functions in complex reports) and Access. Basic knowledge of Word (creating and formatting documents).
- Experience using financial information systems.
- Excellent analytical, interpersonal communication, negotiation, and presentation skills; proven leadership.
- Ability to establish work priorities and accomplish multiple tasks simultaneously.
- Dynamism, attention to detail, diligence, ability to rally and winning attitude to take initiative and handle tasks of varying importance by establishing priorities and meeting deadlines.
- Superior communication, customer service, decision-making, interpersonal relations, leadership, organizational planning, and problem-solving skills.
- Ability to foster a good work environment.
- Knowledge of SAP is an asset.
- Experience in research fund management before and after award is an asset.
