Senior Flow Advisor (Command Center)

SANTÉ-QUÉBEC CENTRE-OUEST-DE-L’ÎLE-DE-MONTRÉAL - UNIVERSITAIRE is looking for candidates for the position of Senior Flow Advisor (Command Center - C4). The incumbent will operate in a context of transformation, operational complexity, increased accountability, and continuous optimization of hospital capacity and care pathways. The role requires a high sense of responsibility, political judgment, credible communication, management courage, change management skills, and a strong ability to use data to support real-time decision-making.

Summary of the Role

• Under the authority of the Coordinator of the Command Center, Virtual Care, and Alternatives to Hospitalization, exercises transversal leadership in hospital fluidity, in line with Santé Québec, ministerial, and organizational guidelines.
• Contributes to the design, implementation, and evaluation of processes, indicators, projects, and operational mechanisms aimed at access, user movement, hospital capacity and network, and patient experience.
• Acts as an expertise and consultation resource for clinical departments, medical-administrative teams, support services, and internal or external partners.
• Main Responsibilities
• Operational Flow Leadership and Coordination
• Coordinates the daily activities of the operational flow team and ensures alignment of priorities related to access, capacity, user movement, and hospital fluidity, both at the facility level and across the network. This role excludes the daily management of bed management operations (Bedflow), which falls under the bed manager. It includes:
• Coordination of the operational flow team's activities,
• Management of the blocker line, including identification, escalation, and resolution of obstacles impacting user pathways,
• Functional supervision and collaboration with the APPR in fluidity,
• Leadership of special projects related to the optimization of care pathways and processes (e.g., protocol development), and
• Analysis and tracking of data related to blockers, hospital leaves, and other performance indicators related to fluidity.
• Animates and follows up on the Operational Visualization Station (SVO) of the flow to support proactive, integrated, and transparent management of issues.
• Acts as a liaison with clinical departments, support services, regional partners, and external facilities as needed, and provides strategic support in critical fluidity situations.
• Integration of the Continuum of Care and External Resources
• Develops and maintains a deep understanding of pre-hospital and post-hospital care pathways, as well as the clinical, community, and social services available on the territory.
• Exercises transversal leadership aimed at optimizing flows between the hospital and external support structures to improve access, hospital capacity, care continuity, and user experience.
• Identifies opportunities for improvement and obstacles related to care transitions and works with the relevant partners to implement solutions that promote fluid and efficient pathways.
• Management of the Departure Lounge
• Assumes operational, financial, and administrative responsibility for the departure lounge.
• Ensures quality, safety, performance, and continuous improvement objectives in collaboration with clinical and operational partners to promote early bed release.
• Value Culture, Performance, and Data-Driven Management
• Promotes a data-driven, transparent results, and fact-based decision-making culture.
• Contributes to the development, tracking, and analysis of indicators related to flow, occupancy, hospital capacity, and clinical pathways.
• Mobilizes the operational flow team around the indicators within their scope of action and formulates recommendations based on trend analyses, issues, and performance gaps.
• Project Management, Continuous Improvement, and Change
• Leads, coordinates, or collaborates on projects aimed at improving flow, optimizing capacity, improving access to care, and transforming operations.
• Acts as an advisory role for managers, physicians, and clinical teams in identifying and implementing strategies that promote fluidity.
• Integrates technologies, automation, and artificial intelligence, business intelligence, best practices in flow management, continuous improvement, quality, safety, Lean, capacity management, and organizational transformation.
• Operational Coverage and Strategic Support
• Acts as a resource person for flow management issues outside regular working hours, alternating with the bed manager.
• Takes on responsibilities related to bed management and patient flow coordination during the bed manager's absence.
• Represents the Command Center on committees, working groups, and initiatives related to flow, capacity, and hospital performance.
• Assumes any other responsibility entrusted by their immediate supervisor in line with the sector's strategic priorities.
