The position is to be filled at the Secretariat for Women's Condition (SCF)* within the Office of the Deputy Under-Secretary. The SCF is mandated to support and coordinate government action in matters of equality between women and men, particularly in the prevention and fight against sexual and conjugal violence. It also intervenes in the fight against homophobia and transphobia through the Bureau for the Fight against Homophobia and Transphobia (BLCHT). The SCF advises the minister responsible for women's condition, coordinates and monitors government initiatives, funds partner organizations, and maintains links with community and research environments.
Your role will consist of:
Under the authority of the Deputy Under-Secretary of the SCF and under the supervision of the Coordinator for Governance and Executive Assistant, your role will consist of:
- Supporting the team in the development and implementation of communication activities under your responsibility.
- Participating in the organization of major SCF events.
- Acting as a liaison agent with the Ministry's Communications Department within the scope of your responsibilities or files.
- Preparing communication lines for the Communications Department for the preparation of speeches and press releases, in collaboration with the relevant SCF and BLCHT departments.
- Ensuring, when required, the flow of information between the SCF and BLCHT departments regarding files related to your responsibilities or any other relevant file.
- Proposing publications for social media and the SCF's website, ensuring quality and up-to-date information and contributing to the development of appropriate content, and preparing them, if necessary.
- Contributing to the updating of the SCF's website.
- Preparing and distributing targeted initiative calls aimed at visibility.
- Monitoring the budget of visibility agreements in collaboration with the person responsible for budgets at the SCF and the coordinator at the Deputy Under-Secretary's office.
- Analyzing funding requests and formulating recommendations to authorities.
- Monitoring funding agreements.
- Collaborating on the budgetary follow-up of communication files under your responsibility.
- Performing certain ad hoc requests at the request of the Deputy Under-Secretary or the coordinator.
- Collaborating on the preparation of documents related to the study of credits.
*The SCF falls under the Ministry of Higher Education since April 21, 2026, but its staff remain administratively registered in the systems of the Ministry of Health and Social Services (MHSS).*
Employment Status: Occasional 1 year, with the possibility of extension
Expected Start Date: October 2026
Remuneration: $55,611 to $103,369. The amounts associated with the different levels can be consulted on the website of the Treasury Board Secretariat.
The remuneration is determined based on the relevance of your years of education and experience, which are assessed in relation to the position. Therefore, it is important to detail them well in your application, which will serve as a reference.
Telework: According to the framework policy on telework, full-time telework is not authorized. Consequently, the employee must be able to present themselves at one of the anchor points mentioned in this posting, 3 days a week.
Desired Profile and Application Modalities
Do you meet the minimum admission conditions?
- Hold a bachelor's degree in humanities, social sciences, or communication, or any other relevant field, requiring a minimum of 90 credits, or a relevant certificate of studies recognized by the competent authority.
+ The candidacy of a person who is in the process of completing the final year of studies required for the obtaining of the required degree may be considered.
+ Each missing year of studies can be compensated by one year of relevant studies at the same or higher level as required.
+ The required degree can also be compensated by a master's degree in a relevant field comprising a minimum of 45 credits.
+ The required degree can also be compensated by a non-relevant bachelor's degree comprising a minimum of 90 credits AND six years of relevant technical or professional experience.
+ Persons who have completed their studies outside Canada must have an evaluation of their studies issued by the Ministry of Immigration, Francization and Integration to be considered.
- Possess Canadian citizenship, permanent resident status, or a work permit issued by the competent federal authority.
+ A person pending the proof of their permanent resident status or a work permit may submit their candidacy to the present selection process. However, they must be authorized to work legally in Canada at the time of their nomination.
- Have appropriate knowledge of French for the functions.
