This process aims to fill 1 permanent position (104130). For employees belonging to the General Professionals accreditation, the eligibility list from this process will be used to fill all positions in this function at the Montreal Fire Safety Service, Operations Division, Quality Assurance and Operational Effectiveness Division, whose requirements are the same or similar. The Operations Division is responsible for intervening to save lives, protect property, and preserve the environment. Engaged in an ambitious organizational transformation, it aims to become a recognized and inspiring model of excellence in intervention. With 66 fire stations spread across the Montreal metropolitan area, the team consists of over 2,400 firefighters and over 70 state-major officers, ensuring continuous presence 24 hours a day, 7 days a week.
The organization adopts a hybrid management approach, combining hierarchical management with innovative matrix management. This approach integrates project management and process management, requiring the diversification and professionalization of skills within the team.
Your Mandate
You will play a key role in creating value for the service by supporting managers in planning, tracking, and implementing processes and optimization projects. Your contribution will not only meet regulatory requirements but also support organizational transformation. You will be a central pillar of operational governance, promoting continuous process improvement through the implementation of projects, accountability mechanisms, and guiding teams through changes.
More specifically, you will:
- Develop and deploy Microsoft solutions to establish data management systems and operational, tactical, and strategic dashboards;
- Guide managers in planning, tracking, and implementing projects;
- Support the implementation, tracking, analysis, and improvement of processes, either through projects or process reviews, including the development and tracking of performance indicators for accountability;
- Analyze business risk management issues and solutions;
- Identify optimization opportunities and propose solutions adapted to operational realities to reduce non-value-added tasks and strengthen the value chain;
- Implement change management strategies, including training, and foster team adhesion and skill development.

PROFILE REQUIRED
- Bachelor's degree (or equivalent academic) in administration, engineering, operations management, management information systems, organizational development, or another relevant field
- 4 years of experience related to the responsibilities of the position, specifically in project management (in a matrix context), continuous improvement/process optimization, organizational transformation, or governance
- Experience in a regulated environment and with quality management systems
- Good knowledge of Microsoft M365 suite (*Sharepoint/Teams, Excel, Lists, Power Apps, Power Automate, Dataverse, Power BI*)
- Microsoft training and/or certification (asset)
