Ormstown Municipality is seeking a Director of Public Works to oversee a strategic service responsible for municipal infrastructure, asset management, and major project delivery.
Located in the MRC of Haut-Saint-Laurent, Ormstown Municipality offers a dynamic lifestyle, sought-after quality of life, and a municipal administration where decisions are made quickly and projects are realized.
Reporting to the Director General, the Director of Public Works ensures the planning, organization, direction, and control of service activities to provide secure, high-performance, and sustainable infrastructure for the benefit of citizens.
In this role, the incumbent will be primarily responsible for:
- Planning, coordinating, and supervising the operations of the Public Works Service;
- Managing human, financial, material, and technical resources of the service;
- Mobilizing, leading, and developing a multidisciplinary team in a unionized environment;
- Developing and monitoring operating and capital budgets;
- Planning and supervising municipal infrastructure projects, from conception to completion;
- Advising the Director General and Municipal Council on infrastructure, public works, and investment issues;
- Ensuring the maintenance, improvement, and sustainability of municipal networks, buildings, equipment, and other assets;
- Ensuring compliance with applicable laws, regulations, standards, policies, and best practices;
- Developing a culture of continuous improvement fostering innovation, organizational performance, and quality of services provided to the population;
- Representing the Municipality to partners, consultants, contractors, and government agencies.
- Projects that make a difference
- You will actively contribute to the realization of structuring projects, including:
- Construction of a new drinking water reservoir;
- Replacement of aqueduct, sewer, and stormwater networks;
- Resurfacing of streets and sidewalks;
- Implementation of water meters;
- Development of the future recreational center;
- Development of a pedestrian trail;
- Continuous modernization of municipal infrastructure.
- The profile we are looking for:
Requirements
- University degree in engineering, civil engineering, administration, or any other relevant discipline;
- Significant experience in management;
- Experience in a unionized environment;
- Valid driver's license;
Skills
- Motivational leadership;
- Strategic vision and strong analytical capacity;
- Managerial courage and excellent decision-making ability;
- Excellent communication and results-oriented approach;
Desired assets
- Municipal experience (important asset);
- Knowledge of Territoire, SFM, and MS Office software.
- The position also requires:
- Availability during emergencies and participation in emergency measures;
- Attendance at Public Works Committee meetings;
