SALARY SCALE $112,495 to $137,210 STRATEGIC POSITION AND ROLE
The Urban Planning and Sustainable Development of the Territory (PDDT) Direction acts as a strategic and functional direction, serving all other directions. It supports and guides municipal decisions in matters of environment, land use, and infrastructure.
This position, at the heart of organizational performance, requires strategic, mobilizing, and cross-functional leadership. The incumbent ensures the consistency of orientations, acts as an integrator of territorial and environmental issues, and contributes to the implementation of municipal priorities.

- GENERAL MANDATE
- Provide strategic, regulatory, and professional expertise and advice.
- Develop and evolve policies, standards, and reference frameworks.
- Ensure the alignment and consistent application of orientations.
- Carry out mandates related to the territory's plans and policies, advocating a citizen approach.
- Exercise mobilizing leadership and promote adherence to the city's policies and practices.
- Contribute to the planning, prioritization, and follow-up of municipal aspirations.
- Maintain close collaboration with the general management and other city departments.
- PLANNING AND GOVERNANCE STRUCTURE
- The PDDT contributes to integrated project and policy management:
- Participate in the annual and budgetary planning of projects.
- Ensure the alignment between priorities and organizational capacity.
- Support governance, prioritization, and risk management of projects.
- Establish mechanisms for monitoring and accountability.
- Foster collaboration and consistency among departments.
- SPECIFIC MANDATES
- Environment and Sustainable Development
- Ensure the vision and leadership of the environmental function.
- Deploy and monitor environmental policies.
- Structure initiatives related to climate issues and natural resources.
- Evolve the function by ensuring its strategic positioning within the organization (mandate, structure, resources).
- Ensure the consistency and compliance of actions.
- Land Use and Territorial Development
- Ensure the consistency between orientations, projects, and regulations.
- Plan and supervise the implementation, modification, or revision of land use tools (urban plan, PPU, territorial policies).
- Implement territorial planning.
- Represent the city to developers and negotiate agreements with them.
- Deploy territory revitalization initiatives.
- Infrastructure and Equipment
- Ensure the alignment between infrastructure, development, and orientations.
- Participate in the planning and prioritization of capital projects.
- Integrate sustainable development principles into projects.
- Strategically oversee major infrastructure projects.
- Governance and Prioritization
- Establish a realistic prioritization of projects.
- Structure governance and monitoring mechanisms.
- Ensure the delivery of organizational priorities.
- REQUIRED QUALIFICATIONS
Education
- Bachelor's degree in engineering, urban planning, or related field
- Member of OIQ or OUQ, or MBA
Experience
- Minimum of 10 years of relevant experience, including 5 years in strategic management
- Experience in a municipal or comparable setting
- Experience in managing cross-functional projects
- Experience collaborating with a general management and/or elected officials
- Assets
